The 29-year-old is one of China's most famous female athletes after winning four Olympic Gold medals and numerous world titles but has not competed since December's East Asian Games.
"We have selected a 20-memeber provisional squad for the diving events of Guangzhou Asian Games, and Guo Jingjing is not included," Zhou Jihong, the head of the Chinese diving team, told Xinhua news agency.
"The squad will be eventually cut down to 16. Guo's name will not appear in the roster, that is for sure. Whether she will resume training or retire, we have to wait and see."
The 2010 Asian Games will take place from Nov 12-27.
